Validate the manifest, references, lockfile recovery sources, raw and quality output paths, stale jobs, current plan, credential configuration, and provider connectivity. A pending or stale quality profile is reported as a warning. --dry-run skips only live connectivity. Supports --json and exits nonzero for unsafe state.
